You can still open the rar file if the name is too long, if you have WinRar set a certain way. I have WinRar set to open the file if I double click on it.
I rename the file so it isn't too long, close WinRar then extract it by right clicking and choosing Extract Here (everything can be changed to your preferences in the WinRar program options).
